The Collapse of the 28-Clause Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis caused by the announcement of a new 28-point plan for resolving the conflict appeared – briefly – to have been contained. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: a renewed assault of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of conflicting incidents captured the harsh reality of the current period. By day, diplomatic battles are conducted: positive announcements are released from different nations. Significant resources is devoted on managing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, war remains the primary tool for achieving "settlement".

Nocturnal Warfare

As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is able to track missile launches from across the border, a capability enabled by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to engage hostile aerial threats roared overhead – advanced fighter aircraft delivered to Ukraine by European allies.

Soon thereafter, Kyiv's anti-aircraft weapons activated: defensive missiles deployed against a hostile projectile. This was a sophisticated defense system at work, presumably provided by Western nations. Every deployment jolts you unexpectedly, rattling buildings. The brief panic quickly becomes grim resignation: possibly the incoming missile won't strike its target this time, sparing the city from devastation and additional electricity failures.

Persistent Threats

Soon after, a heavy machine gun engaged a aerial vehicle somewhere nearby, part of a mobile-fire group – most likely allied-provided weaponry. Regrettably, the bullets missed the opposing UAV – it continued its flight toward its target.

Intermittently, this continued until dawn. Kyiv awoke to the daybreak reports: seven people killed, destruction and infrastructure problems in numerous residences as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – living the war. But those 24 hours demonstrated Ukraine's vital need on external assistance – a need that regional partners are clearly incapable to replace in the immediate future.

Ineffective Peace Efforts

The 28-point plan from US administration sparked intense emotion, discussion and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.

Every new approach from American administration unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually achieve victory. This pattern will, no doubt, continue.

Strategic Calculations

It is tempting to accuse certain parties of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. US administration operates on a assumption familiar among seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The American government presumes that it is impossible to compel Moscow to surrender the territory that it currently occupies in Ukraine's southern or eastern regions.

The problem is that while acknowledging this situation, US leadership does little to discourage Russia, through diplomacy or military means, from believing that the situation will not shift further in its favour in the coming year.

Conflicting Perspectives

Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their motivation to accept conditions that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leader remains supremely confident in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing civilians and areas but avoiding a complete military breakdown until situations evolve in its favour.

Present Conditions

Factually, there are no actual prerequisites for a truce. Now, personal considerations are entering the equation: leadership ambitions to mediate resolution and achieve global acclaim, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unworkable, so that their priority does not switch to domestic problems. And although their mission will now be considerably more difficult after latest incidents, it remains highly unlikely that this will modify their basic position.

These opposing factors are guiding negotiations.

Conclusion and Outlook

It took a mere seven days to eliminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, current information leaks, all did their job.

While new plans based on established approaches are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and show certain reluctance to change the course of events, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, largely rely on ongoing international assistance.
